Isolation Valves: Where They’re Mandatory & Why Quarter-Turn Ball Valves Win

Isolation valves (also called shut-off valves or stop valves) are one of the most important yet under-estimated items in any plumbing installation. They let you isolate a leak, repair a fixture, or service a hot water system without draining the entire house. Skipping them is a common cause of callbacks and non-compliance.
01Where Isolation Valves Are Mandatory (AS/NZS 3500.1:2025 Clause 5.4)
The requirement sits in AS/NZS 3500.1:2025 Clause 5.4, Isolating valves. Clause 5.4.1 states the principle plainly: the flow within the water service pipes shall be controlled by means of isolating valves. Clause 5.4.2 then lists exactly where they go.
An isolating valve shall be installed at each of the following:
- The water main, at either a tapping or a tee insertion, and at any connection to an alternative water supply
- The water meter inlet, or the point of connection with the property service where no meter is fitted
- Each flushing cistern
- Each appliance
- Each testable backflow prevention device
- Each thermostatic mixing valve
- Each pressure-limiting or pressure-reduction valve
- Each pumping apparatus
- Each storage tank inlet, and each storage tank outlet where the capacity exceeds 50 L
- Each offtake point to an irrigation system
- Immediately before each flexible hose assembly connected to a mixer valve, tap outlet or cistern
There is one more that is easy to miss when pricing: if the water meter is fitted outside the property, an additional isolating valve is required.
Read the fixture rule carefully. There is no blanket requirement for a valve at every fixture. The clause names flushing cisterns and appliances. A basin or a shower is caught only through the flexible hose rule, when a hose feeds its mixer valve or tap outlet. In practice that is most modern installations, so you will still fit them, but the reason matters when a builder questions the line.
Fire services get four more. Clause 5.4.3 requires additional isolating valves at each water main, at or near the property boundary, at each hose reel, and at each pumping apparatus.
Multiple dwellings. Clause 5.4.4 requires an isolating valve on each branch serving an individual dwelling, and it must be accessible by that dwelling’s occupier. AS/NZS 3500.4:2025 Clause 10.10.3 carries the same idea on heated water, where the valve must be reachable by the occupier from common property.
Pumps. Under Section 12 of the same standard, a pump needs isolation valves on both the suction and the delivery side, with the non-return valve on the delivery side sitting before the isolation valve. That is three items per pump, not one.
Two rules that apply to every valve. Clause 5.4.5 requires isolating valves to be installed so that they are accessible, and to withstand water pressure from both upstream and downstream. The second one catches cheap valves fitted the wrong way round.
02Why Quarter-Turn Ball Valves Win (And Why You Should Specify Them)
- Full bore – no pressure drop (unlike gate valves)
- Quarter-turn operation – fast and reliable (gate valves can seize)
- Long life – less wear, no gland packing leaks
- WaterMark approved – DR brass or DZR brass models are standard (for example Philmac, Enware or a Reece house brand)

03How Many Isolation Valves to Allow Per Bathroom (Practical Estimating Guide)
For a typical bathroom with shower, basin, toilet, and possibly bath:
- Toilet cistern → 1 isolation valve (cold supply)
- Basin → 1 or 2 (hot + cold, or one per tap if separate)
- Shower → 1 or 2 (hot + cold, or one per mixer)
- Bath filler → 1 or 2 (hot + cold)
- 4–6 valves (one per fixture supply + extras for branches)
- Conservative estimate (best practice): 1 valve per hot and cold supply line + 1 main branch valve per bathroom group → 5–8 per bathroom
- 4 bathrooms × 5–8 valves = 20–32 valves
- Cost allowance: $20–$60 per valve (DR brass quarter-turn) + labour → $800–$2,000 materials total

What is an isolation valve in plumbing?
An isolation valve, also called a stop valve or shut-off valve, lets you stop the flow in one part of a water service without draining the whole system. AS/NZS 3500.1:2025 Clause 5.4.1 requires the flow within water service pipes to be controlled by isolating valves. It means a leaking cistern or a failed mixer can be repaired without shutting off the building.
Does every tap and basin need an isolation valve?
Not directly. Clause 5.4.2 requires a valve at each flushing cistern and each appliance, not at every fixture. A basin or shower is caught by the separate rule that requires a valve immediately before each flexible hose assembly connected to a mixer valve, tap outlet or cistern. Because most basins and showers are fed by flexible hoses, they usually end up with one anyway.
Does a toilet cistern need an isolation valve?
Yes. Clause 5.4.2 lists each flushing cistern as a location where an isolating valve is required. A cistern fed by a flexible hose is also covered by the flexible hose rule in the same clause.
Do I need an isolation valve on a hot water system?
Heated water services are covered by AS/NZS 3500.4:2025 rather than Part 1. That standard also restricts what you may connect: plastics pipes and fittings must not be used between the isolation valve and the inlet to a water heater, must not be used within 1 m of the heater outlet, and must not be used to support isolation valves or non-return valves. Confirm the valve arrangement for your specific heater against Part 4 and the manufacturer's instructions.
Should I use a ball valve or a gate valve for isolation?
The standard does not require a particular type. Note 1 to Clause 5.4.3 defines a stop valve as including stop taps, ball valves and gate valves. We specify quarter-turn ball valves because they are full bore, quick to operate and far less likely to seize than a gate valve, but that is a service and maintenance decision rather than a compliance one.
How many isolation valves should I allow per bathroom when estimating?
Work from the clause rather than a rule of thumb. Count one at the cistern, one immediately before every flexible hose feeding a mixer or tap outlet, and one at each thermostatic mixing valve. On a typical three-fixture bathroom with flexible hoses that is commonly five to eight valves, but the number is driven by hose connections, not by fixture count.
